National Treasury revises Standard Bidding Document 4 for government tenders
New disclosure rule for government bidders
National Treasury has revised Standard Bidding Document 4, the declaration every bidder signs when submitting a government tender. From 1 November 2026, bidders must list every CSD-registered company linked to their directors, including each company’s MAAA number and status. Treasury is clear that failing to disclose all active linked companies leads to disqualification. Since the revised form applies to bids from that date, it is worth having your CSD details in order well beforehand.

Industrial transport link restored
The Nelson Mandela Bay Municipality has completed rehabilitation works on Burman Road and reopened it to traffic on 14 September 2026. The road was partially closed in June after a bulk sewer line beneath it collapsed. Further work closed it fully while the municipality’s Water and Sanitation Department repaired the sewer and rebuilt the affected road layers. The road rehabilitation alone cost R1.955 million, with the sewer repair costed separately.

Infrastructure supports local economy
Executive Mayor Babalwa Lobishe said the reopening restores direct access to an industrial area that supports businesses, employment and the movement of goods. She said reliable roads enable people to reach places of work and allow businesses to operate efficiently. They also let goods move between communities, industrial areas and markets. Minor finishing works, including road markings, are expected to continue during the coming week.

What to do next: Pull a CSD report for your business and check that every company your directors are linked to appears correctly and is active. Where a director sits on a dormant or forgotten entity, resolve its status now rather than on the day you submit. Then confirm you have the working capital to deliver on anything you win. A tender awarded without the cash to execute becomes a liability, not a win.

Civils contractor secures municipal road repair materials without upfront cash
A Nelson Mandela Bay civils contractor won a municipal contract to complete road rehabilitation works but lacked the working capital to pay the bitumen supplier upfront. By securing Purchase Order Financing (POF), the supplier was paid directly by the funder, allowing materials to be delivered to the site immediately. The contractor completed the road resurfacing on schedule, avoiding delay penalties and maintaining their municipal panel status.
