Infrastructure South Africa set out the state of the national project pipeline at the Sustainable Infrastructure Development Symposium in Cape Town over the weekend. The agency has identified 263 Strategic Integrated Projects with a combined value of R1.99 trillion, and more than half of them remain on the drawing board. Only 82 projects worth R502.7 billion are under construction, and a further 54 valued at R206 billion have reached procurement. Public Works and Infrastructure Minister Dean Macpherson put the cause plainly, saying too many important projects remain stuck on paper because feasibility studies are incomplete, approvals are delayed, funding models are unclear, and projects are not packaged in a way that investors can support.

A third bid window, and who may enter it
ISA is running a third Project Preparation Bid Window, part of a R600 million commitment to project-delivery support. It is open to projects sponsored by national and provincial departments, municipalities and state-owned entities. Qualifying projects need a capital value of at least R1 billion and must show the potential to attract development or private-sector funding. Rather than financing the whole construction programme from the fiscus, the agency is spending more on feasibility studies, business cases, engineering designs, legal work and financial structuring, all intended to turn promising proposals into bankable projects. That shift matters to businesses further down the chain, because a project that clears preparation is a project that eventually goes out to tender.

Where the work is most likely to appear
Transport and energy are powering the early stage of the programme. Energy dominates the ISA portfolio at R1.26 trillion, followed by water at R255.1 billion, transport at R241.1 billion and human settlements at R176 billion. Transport Minister Barbara Creecy has allocated 41 freight-rail slots to private operators, with the first operations expected in 2027. A separate project opens the market for about 14 000km of new power lines, with a first phase covering roughly 3 222MW of grid capacity. Six land ports of entry are being rebuilt at a combined R12.5 billion. Ninety projects worth R1.21 trillion still sit at feasibility stage. Beyond the identified pipeline, a further 58 early-stage concepts worth R337.4 billion are not yet ready for investment decisions.

Civils contractor secures a major municipal upgrade
A Gauteng civils firm won a R12.5m municipal infrastructure delivery contract. It needed capital immediately to mobilise site machinery and buy bulk steel, but faced a sixty-day invoice cycle once delivery began.
